Final Conference of the EU Project Health Financing and Management in Ukraine

29 – 30 June 2006 the EU Project Health Financing and Management in Ukraine within its activity will hold its final conference to sum up the results of its activity. The conference will take place at P.L. Shupik National Medical Academy of Postgraduate Education, room3. The address is 9 Dorogozhytska St., Kyiv. The conference opens at 9.00 hours.

The EU Project Health Financing and Management in Ukraine is a part of the EU technical assistance. The Project’s task is to facilitate the development of effective and efficient health financing and management including creation of favourable conditions for implementing social health insurance in future. All this is to facilitate the achievement of an extremely important strategic aim such as improvement of quality and accessibility of healthcare and as a result improvement of nation’s health.

Within the implementation of the EU Project Health Financing and Management in Ukraine on the example of two rayons (Popilnya rayon of Kharkiv Oblast and Zolochiv rayon of Zhytomyr oblast) it was proved practically that healthcare facilities can work more effectively within the existing funding and within existing legislation. The main success factors are the autonomous status of healthcare facilities and introduction of contractual relations between healthcare providers and purchasers. The beginning of the reform was marked by the reorganization of rayon hospitals into communal enterprises and establishment of a rayon healthcare department acting as a healthcare purchaser. Besides within the Project’s activity special software has been developed for pilot regions which helps to optimise the procedure of patient registration, accounting, cost accounting, budgetary and statistical reporting.

The Project’s experience is being implemented in other rayons of Kharkiv, Zhytomyr and Poltava oblasts, Rivne town, Yevpatoria (the Autonomous Republic of Crimea, Stebnyk (Lviv oblast), Dniproderzhynsk (Dnipropetrovsk oblast).
